The Removeing of 'Cool Down' on sets.

I made a really quick post awhile ago questioning the point of sets in this game. Due to the fact its all 100% dmg n crit right now. So I have alot of new sets and old on bank alts and ... i look at these sets like yeah this set is great but the cool down in 100% unnecessary and kills the set ill list of set peices
  • The hunt
  • Brair Heart
  • Sheer Venom
  • Specter Eye

These are pretty good sets but the cool down makes them 100% useless. Now im not saying 'remove it cause i want OP stuff'. No i want devs go back look at this set and rebalance it so there 0 reason to have cool down BUT at same time not nerfing the set till its useless. DEVs want us to use more sets and ask us what we want. well Here you go a suggestion

If you can name off sets that would be great and why there should not be a cool down on set and how to tweak it

    VR15 Blue Briarheart lasts for 10 seconds, with a 15 second cool down. It adds 418 damage, so basically, if you removed the cooldown, you'd have to remove 1/3rd of the damage to compensate. Zero cooldown, but damage is reduced to balance it out.

    Honestly, I'd rather have the higher damage with a short cool down as it makes the set's proc that much more magical. Some sets have cooldown timers which are excessive, but I honestly don't find a 5 second cool down to be bad at all.

    A bit off topic but there's some sets I would actually use if the 5pc bonus was more than a 5% proc chance.

    I feel that way about Valkyn and Maw of the Infernal. Valkyn was nerfed to Oblivion with the recent DOT changes, and even with the buff to Maw, it still rarely procs for me compared to other sets.

    Rvager...is better the set is vet 14 lasts 10 secs with cool down of 10 secs. other is vet 15/16 has 10 seconds active and 15 sec cool down has less dmg and proc chance and jewls will be blue.

    The cooldown that kills Briarheart is the hidden one on the heals possible from it, meaning that Crit Surge is superior in every way.

    Since I prefer proc chances over cooldowns since they allow more build diversity, I really like your ides. Here are some other sets, that could benefit from removing their cooldowns. Some of them will probably need a lower proc chance or a weaker effect to balance it.
    - Trinimac
    - Combat Physician
    - Imperium
    - Adroitness
    - Buffer of the swift
    - Burning Spellweave
    - Desert Rose
    - Magica Furnace
    - Necromancer
    - Stendarr's Embrace
    - Martial Knowledge
    - Hide of the Werewolf
    - Shrouded armour
    - Vipers sting
    - Akatosh's Blessed Armour
    - Crest of Cyrodiil
    - Knightmare
    - Lord's Mail
    - Ravager

    And here are the sets were the cooldown should stay. These are sets that have strong procs triggered on low health / magicka, so it makes sense for them to have a cooldown.
    - Phoenix
    - Apprentice Grab
    - Lich
    - Warlock
    - Draugr's Heritage
    - Immortal Warrior
    - Juggernaut
    - Eternal Warroir

    The only cooldown I'd like to see reduced some is Potions. They'd be much more reliable if you didn't have to wait at least 30 seconds between them, and that's if you put the enchantment on all 3 pieces of Jewelry you wear! I know there are supposed to be sets or a set that also drops it but frankly I have not seen this set yet...
