This is an idea I just drew up at work one day.
It goes somewhat like this;
An Oblivion Plane designed for intracent PvP/ PvE conflicts. The realm be accessible to players just as Cyrodiil, however the engagements shall be different. Each time a player(s) enter, the rules of the area will change. Offer 1v1, 2v2, 4v4, 6v6, 12v12, 16v16, and 24v24. As the size increases the difficulty and waves will increase as well. For example your buddy wants to play 2v2 and you enter the arena, Sheogorath being the Coniving little biggot he is, implements 3 rules to increase the chaos and fun. 1) 1st Person Only 2) No Abilities 3) Battle Fatigue (all recovery will be set at 100). No one said this would be easy, after all The Mad Prince likes a bit of Chaos. Implement objective based gameplay that changes on a case by case basis I. E. Skirmish. Skirmish will be an open map with 2 outposts placed in an asymmetric location with a single flag (like a resource) inside. Each team must gather materials from inside and seige down the outpost's wall so they can cap the outpost. At this point there will be 3 minute time limit for the losing team to try and recover. If they fail to do so they lose. The game shall last 20 minutes. Emperor Guard Duty (for lack of a better name) will be much like ViP. Each team will have an Emperor, they will receive the bonus's, and must defend him/ her at all cost. This will only be accessible at high raid group battles. Every so often Jigalag shall return to cleanse the Chaos created by his other form Sheogorath and all negative effects shall be removed however he will try and eliminate all in that plane of Oblivion. This shall only occur with 8v8 to 24v24. This will be give the Developers a multitude of options to mess with.
