Stendarr & Akatosh shrines not working?

Was online just now on one of my lower level characters (lvl18 vampire nightblade) trying to reset his skill points because I wanted to switch to using stamina instead of Magicka and also cure his vampirism. The options are there when I pull up the menu but nothing happens when I press x (on ps4 btw) the only option that worked was resetting my morphs. Is there something I missed in the latest patch about not being able to reset skills anymore or what? Has anybody else ran into this problem?

✭✭✭✭✭I just used both of those shrines earlier today on a couple of different characters with no problems. I'm on PC NA, though, so it could be that it's not working for other people on PS4.
