I got my V14-V16 easy enough with Wrothgar, I expect it will be the same with every future DLC - except once c-points take over, all advancement will be account-wide anyhow.
No thanks to any "instant level packs"...

That depends on your own definition of 'winning'. For some people, winning is reaching a certain level, not acquiring a certain item. The difference between XP scrolls and instant levels is that you still have to work for the reward. XP scrolls don't give instant XP, they reduce the time needed to earn XP from gameplay. It's all about effort vs reward.
