I researched the forums and official releases and found that subs were fluctuating depending on your countries dollar. Since september, my sub increased two dollars and 4 cents to $16.04. The site still states it is a $14.99 sub...I'm living and paying from the united states- why is has my sub increased?
I understand fluctuations for exchange, but unless their BASE currency is changing (the USD, which would cause the sub price to change, right?) then there is no reason I should be paying more. After reading the terms of service, I have also noticed a lack of indication that ZOS can opt out of notifying me of subsciption changes, why wasn't I told?
If I'm missing something, please respectfully correct me.

Any of those could mean that a currency conversion is occurring. With a currency conversion there can be fluctuations in 'price' from your perspective that at any point in time may result in you paying more. I expect that they operate on a system where they check the exchange every now and then and then update the price for that currency so that it is around $15 USD and then leave the price for a period of time.
Short of them updating the price up and down in real time with the market there will always be situations where the price maybe more or less than the real time conversion.

If I had to guess, taxes. The base sub is taxed. If that isn't it I can only think of it being a fee if you play on console or something. These are just guesses of course.
It wouldn't be because of the Million Dollar Giveaway...I think the thing is funded by Bethesda, who's basically rolling in the dough after Fallout 4 (that's just what I've heard though). That being said your difference would actually be 1.05 dollras if it went up to 16.04 from 14.99

Actually, you're spot on. I've just read that my state passed an "e-fairness" act that makes all online services taxable as of septemeber 30th, 2015. I'm happy that this is resolved. I didn't want to think people were getting fleeced.
