Ultra Graphics?

Hi guys,
So haven't played the game since the Beta, I see a TON has changed, however I can't seem to figure out why the supposed "Ultra" setting has textures that look far worse than vanilla Skyrim on Low?
See the clutter items, even the landscape texture in this screenshot:

This surely isn't normal? Did I set something wrong? Or am I simply too spoiled with 2K-4K textures from my Fallout 3/Fallout: New Vegas/Skyrim builds?

MMOs are inherently going to have lower graphics than single-player games and many who played an ES title on their PC likely used third-party textures (I know I did).
That doesn't take away from just how stunning this game looks for its genre, though. Enjoy!PC NA1 -

✭I just always play in 3rd person with it zoomed out to max. That way you don't notice the textures (or lack thereof) so much.I have departed into the great unknown that is outside the game and the forums, and wish you well in your Tamriel adventures!

Thanks! Though to be honest, for the, what, 40GB odd download, I'd expect slightly better graphics!
Anyhow, I don't see why Developers don't design at 4K or so resolution, then simply scale down for consoles, but provide the higher resolution ones as an OPTIONAL download. I would gladly download 100GB data for the RAW versions, some GPU's CAN keep up, such as my AMD R9 390x (8GB VRAM).
It is quite strange though, as I have played many MMO's and I never really noticed the clutter stand out so much as the above screenshot. Perhaps because they opted for a cartoony feel and thus you didn't quite notice? Or I'm just expecting more from my favourite publisher in TES/FO games?!
In any event, I just wanted to make sure this is what it is, and not an error on my part. I can definitely live with this, and the content will keep me preoccupied.
