    It does seem harsh to exclude the majority add Asia including Australia from this competition. I'm an Aussie and have signed and been a happy gamer from the start. Would just like to here a reason as to why other countries and players are not allowed to participate.

    Because there are such laws in countries like Australia, that prohibit foreign lotteries.

    With contests like this it's usually because something about the rules of the contest or the prize makes it illegal in certain places.

    For example some countries don't allow contests where the outcome is completely random - entrants must do something to contribute to their chance of winning, others classify it as gambling and require one or more licences which may not be obtainable by a foreign company (or simply too expensive/time consuming to be worthwhile for a one-off contest).

    Since crowns are normally purchased with cash, that might run afoul of many laws as well, but be less clear making it a potential legal headache.

    I would be better if they had an alternate prize for people in US states and countries where it's illegal, like maybe making you into an NPC for the next DLC or giving you a unique mount or something.

    Technically, purchasing crowns with credit card is illegal in many countries as well since ZOS doesnt pay taxes from that income in those countries.

    And guess what? Nobody cares.

    That's strange, here in Germany gambling is only allowed for the state and all Casinos, lotteries, etc are run by the state (except the slotmachines). Contests are allowed but only when it's free to enter, so having to buy the game to participate shouldn't be allowed. But I guess since they don't close down the pokersites, they won't bother with ZOS.

    It's pretty simple. Different places have different regulations around contests. You can't possibly create a contest that will meet all of the regulations in every country, state, and province in the world, so every contest will exclude people from several places.

    Here in Canada almost every time you see an ad for a contest a company is running, it will exclude residents of Quebec (and, big surprise, they're excluded from this $1,000,000 contest) because Quebec has extensive regulations about contests and how they can be promoted (their draconian language laws play a part in this) so that it's simply easier for companies to not make the contest available there. Sometimes that means they'll run a separate Quebec-only contest, often it means residents of Quebec just get left out.

    There are a number of reasons for it, the one in NY is probably the fact that all prizes have to be linked to cost of entry via some convoluted formula the state uses.

    I'll post the state law (which is probably a similar issue in other locales that aren't going to be included in this "contest").

    Part 132. USE OF GAMES OF CHANCE IN SELLING COMMODITIES
    (Statutory authority: Executive Law, § 91; General Business Law, § 369-e)

    § 132.1 Definitions.
    Game includes a series of the same or substantially similar games.

    § 132.2 Registration statement.
    In addition to the information required by General Business Law, section 369-e(1), the statement
    filed in the Department of State shall set forth the prizes offered and the retail value of each prize.

    § 132.3 Value of prizes.
    The actual retail cost shall be used in determining the value of prizes offered in any game of
    chance.


    § 132.4 Trust accounts and surety bonds.
    Where prizewinning objects are distributed to retail establishments in a substantially uniform ratio
    to the number of participating objects or entries, the total value of prizes offered may be
    calculated as:
    A = (N/T) (V) + P
    where A is the amount of the bond to be posted or trust account to be maintained;
    N is the total number of objects distributed in New York or the projected number of entries from New York;
    T is the total number of objects distributed or the projected number of entries in the game;
    V is the total retail value of all prizes offered; and
    P1, P2, P3, P4, and P5 are respectively the retail values of the first, second, third, fourth and fifth largest prizes.

    § 132.5 Winners list.
    The rules of the contest shall set forth the address where persons may obtain a copy of the winners list from the promoter in accordance with General Business Law, section 369-e(5).

    I would guess the inclusion of that particular language that I put in bold is the issue and hence why in the so called "empire" state of the USA (as goes NY, as goes the empire) I am not eligible.

    I would assume so. I didn't read the fine print.

    So its the local laws blocking people from entering? Weird, why wouldn't their countries want them to win money, then sirens it locally?

    For me it seems ZOS just didn't spend much time looking into the laws of different countries.

    Russia can participate, but not Belarus (the country where I live) and Ukraine? Seriously? Bloody hell, it's almost the same laws for such events!
    I didn't find anything that restricts me from participating, really.

    Its pretty obvious they just picked the biggest ESO markets for the contest - like the US, Russia, Germany, France - then excluded some area with legal problems (NY? Quebec) and were done with it. They didnt check on most of the countries. Thats what bothers most ppl.

    For people in the UK it would be (at the current exchange rate) £662,168.34. It may not be a million pounds but I certainly wouldn't complain.

    Come to think of it I lived and worked in the US for a while and getting money from my US bank account into my UK one was always a pain. Strangely enough the only easy way to do it was via Paypal, everything else was far more hassle and cost than it was worth. The ability to actually get the prize to the winner may also be an issue here.

    The central and south (latin) America, Africa, Oceania, Asia, and most of Europe are out of this.

    Probably becaues ZoS doesn't want to pay all teh taxes / fees involved in transferring one million that far*

    Bit of a half truth there mate. Its a state based issue in Australia, not all states require a permit but some do for games of chance, whether its a domestic or foreign entity offering it.....
