Your magicka makes staff attacks stronger
Back in the day heal staffs increased your damage dealt by up to 10% based on how much HP you had (100% = 10% bonus).
This led to basically every class spell using damage build running a heal staff to deal damage, which was not in line with how ZOS intended damage builds to be, so they changed that passive completely.

We can't have the best of both worlds - healing and dmg in the same weapon - because that wouldn't be neither balanced nor varied, now would it?

But resto staff does do damage with attacks, which I find utterly counter-intuitive.

It was the GS of the 2 staffs basically why use fire or frost when healing staff deals more damage.

Yeah. Using 2 swords to boost your spell damage is so much better than using a magical staff that only gave you damage when you where healthy. Maybe it wast the damage that made destro unappealing but the crappy skills and passives.
