They won't do it, they aren't that stupid.
But Kuta's drop rates have been drastically reduced, I got one from the daily quest. So you may need to do that if you want a chance at it.
Sadly the hireling don't give them out anymore, even with 3 points invested in it.
Nothing wrong with the drop rate that I see. I get Kuta from writs and hirelings (not often, but I do get them). I also found several at nodes recently. - one can't pay over $10K even if the going rate is double that in established merchant guilds ...
- can't find the time to farm them ...
- can't turn on the hirelings in main character or one of seven alts ...
- can't do crafting enchanting writs on main or one of seven alts ...
- can't chat with guildies who might be able to trade other items (including motifs) for Kutas
... then my suggestion is to run pvp with purple- enchanted gear, accept that it's slightly less desirable than maxed, and stop the QQ in the forums.

✭✭✭✭✭I had someone in zone run the Master Merchant add-on for current price of Kutas and found out the current going rate was $6,500 for PC NA. After that, the first guild merchant I stopped at in Daggerfall was selling them for $9K each.
Are you on PC NA? If so, you can head to Daggerfall now and get them for $9K.1 -

✭✭Shame the awesome respawning ever 20s aspect node in Cyro has been fixed now. Netted a Kuta about every 30mins. Weary and painfully boring but it netted me a stack to last a life time. Most people I find will swap them for tempers though as all trying to make 2 swords at the moment. Ask around if you have spare temp alloys.PC Master Race

I was kinda broke atm and asked him to craft me purple glyphs then charge me the price for them, he was like got you bro then sent me 6 glyphs in total and all were gold. I was like WHAAAT?
Dude must be rich as hell or has all of the missing kutas in the game... he didn't take a single coin from me haha

So adress it, don't buy them and wait. These people are using your impatience for their profit. Your community sells them not zenimax.
It's like agility rings being sold for 350k still. While 200k is coming. Have patience, this is simple supply and demand. I've never payed more than 7k for a kuta, but see loads for 14k in guild stores. 5k is normal for me, but can accept 7k anything more then that is not worth it for me1 -
