Will we be able to update our character's looks at some point?

My character looks ridiculous with his eyepatch. I regret designing him that way and wish I could redo it.

Allegedly... I've been waiting over a year and they keep saying it will happen, so I guess it might eventually (unless it goes the way of spell-crafting).

Even if it ever does, they're being unnecessarily tight-lipped about exactly what the scope of such updates will be (just cosmetics, cosmetics/face/body, everything including race, etc?) Considering it won't impact balance/gameplay, I feel like they could be a little more open as to what exactly they are planning for it.

Anyway, I'll believe it when I see it

Yeah, it has been announced over a year back, but then was put on hold like imperial city, wrothgar and everything while they were busy with the console release. And you may have noticed, now that they got that one done earlier this year, they have been finishing and releasing the backlog...

Logically, Thieves Guild or Dark Brotherhood DLC might be a good place for this. Since organizations of that kind may find a need to employ some "plastic sorcery" face sculptor for members whose wanted posters have become a bit too widespread...

Which would put them at a possible 1Q-2016 release, maybe 2Q. We can hope for the first...
