Does anybody know if Spell Damage affects shield strength?

For months now I've been using the Master's Restoration Staff because of the bonus 1209 Magicka, but I was thinking of crafting VR 16 Swords of Torug's Pact.
But I didn't want to craft it, and improve it, only to find out that it doesn't actually increase shield strength.

✭✭Shield strength is determined by max health or max magicka, depending on the skill you use.
Max magicka for conjured ward, annulment and steadfast ward, max health for all other shields.
The only shield where I'm not sure about scaling is brawler, that one might scale of weapon damage and stamina, but I never bothered testing it.0
