Anyway, I dont think multi-boxing is illegal in this game, you are running multiple paid for clients and are at the keyboard of each one (affectivly)
Final point, who cares how much leather this guy gets? its worthless. (probably because its easy to farm)
Yeah he can make a bit from the deconstructed materials on the other drops, but not a lot.
ESO is a resource hungry heavy client, can you image how painfull running even two ESO clients would be unless you use more than one physical computer? In which case it would be hard to proove he was actually multi boxing

Same as botting, report and ban.
But ZOS tends to never ban anyone, cheaters in pvp exploits have been doing it forever and never get banned...

To be clear, players are welcome to have multiple accounts. However, using hardware or software to play them all at the same time is not allowed on any ESO service.
Multiboxing is the practice of playing multiple accounts simultaneously, including, but not limited to using either hardware or software to facilitate the coordination between the accounts. This violates the intended nature of the gameplay mechanics we've created for ESO.
