I have become this error after the IC patch. I googled it - you should either run "repair" in the launcher or run the launcher file directly as administrator. The second option solved it for me.

Have you tried running it as admin?

I run the launcher as administrator and I still get the error message. I also have massive problems with my game freezing and crashing since the last patch. We need a good patch to fix the last one's problems or a helpful hot-fix til then. Lots of players have the same two problems... when can we get a fix? I had no bugs before the last update.

Same here constant errors and crash in game from clean new windows7 install and TWICE install of ESO in 2 days repaired etc... this is definetely not my system but the game files or the client.
Game crashes with unknown error and immediately the launcher gives a 209

Oh god NEVER run the repair option with this error! It will do nothing (or it will fix it, but just return the next time you start the launcher). Huge waste of time.

1. Close the launcher and try again. This will usually make it go away and you can launch the game. Maybe have to do it twice (once has always been enough for me).

or

2. Launch directly from the eso.exe file.

Either of these two options will work. The error itself just goes away after a week or two, or after another patch, whichever comes first.

Your crashing is probably unrelated to the 209 error. Nearly everyone gets the 209 error but can play the game just fine despite it.

Ignore the error.

Create a shortcut to ESO.EXE and run the game directly from there. Use the launcher next time a patch comes out.

Started getting this again on this last patch (after 2.2.7). I've found that in the past repair did nothing but if you close the launcher and make sure there are no ESO symbols in your hidden start bar notifications (bottom right next to clock) not 2,3, or 4 of them then restart the launcher everything will be fine without doing anything. The play button will be there instead of the repair button without doing anything to it other than restarting it.

The problem this time is after this patch I have to close and open the launcher 4 or 5 times to get the play button to come up, but it will come up without doing anything to it other than closing and restarting it.

Also, I've often wondered why there are always 2,3, or 4 of these ESO icons in the hidden notifications area. They will close as soon as you hover your mouse pointer over them. Also, they will hang around until you look and hover over them even if the game or launcher has not been running.

Is this error tied to some sort of ping timeout or something for the launcher and not the game?

I really wish that they would fix the launcher errors. Permanently.

It really has to look bad to new players when they download gigabytes from somewhere like Steam, then have to download gigabytes more to get to the latest patch level, then see what look like installation errors. I just had a friend come to me and moan that they were going to have to reinstall ESO and wanted to know if it was worth it. After a bit of investigation, it turns out it was just this Patch Manifest Error and I told them to run the game directly from the EXE.

I figure that most new players do not have someone to tell them to blow off the launcher errors and if they don't come here, they will never know. Running endless "Repairs" in a game they cannot play, yet does not need to be Repaired, is not the way to introduce people to the game.

Just started getting this after Monday's downtime. I tried everything their support page suggested. I even reinstalled all 40gb of this game and it still occurs.

I've been getting this for a couple of months now, usually completely closing and restarting the launcher works but recently that's been failing to help. I just have to keep trying things on the support page until one of them gets my game to work, took half an hour to get the error to go away last time I launched the game

I played just once, and the second time I wanted to connect, I had this message.
Two days now...

I'm just wondering if I will play it again...
