I have the game downloaded on my old xbox on my old account but when the download finished my new xbox and new account it says to buy it why cant I license transfer it

Why didn't you just use your old acc on the new xbox?

that's how i was able to download game but it wont launch and goes to market for me to buy but when it doenst do that the screen goes black

*In general, is there a reason why you're choosing not to use the old account?

Suggestions:
1. Set the new xbox one as the home console using your old xbox live account (this can only be set/changed 3 times) - https://support.xbox.com/en-US/xbox-one/games/my-home-xbox

-This will only allow the new account to play the game on that one specific Xbox One but any saves, crowns, DLC tied to the old account will not be available to the new account.

2. License transfer isn't available like previous on the xbox 360. The use of one XBL profile is how games are licensed and as such, the home console feature is how one XBL profile can share their license with only one other machine for use by other XBL profiles. Keep in mind this is limited to one machine and can only be set 3 different times. I would strongly encourage not using this for license sharing unless in the same house because when XBL goes down, you cannot play your own games if your primary xbox one doesn't have Home set to it.
