✭✭✭✭✭In short...the game purchase is tied to your Xbox live profile.
The save and progress is tied to your Xbox live account ...the crowns, DLC, etc are all tied to your account so the only way to gain access on another account's game to play it is to either log in the old account and also log into the new account on the same Xbox one and play which will share access. This only gives access to play but does not and will not move saves, crowns, DLC over.
Or
On the account that owns the game, assign that account to the specific Xbox one machine as your home Xbox one.
*this can only be changed 3 times in 12 months
-same rules apply about saves, DLC and crowns.
Other than that, what you're asking here needs to be addressed by official Xbox staff so please contact them directly as we do not know the circumstances of why you have two accounts and why you want to transfer rights. We also should prob not know those details here
