Me and some friends talked about this and no one had the answer..
If I start a quest in Orsinium at VR14 and turn it in at VR15, what level will the reward be?

✭✭✭✭✭It should be the level that you are when you turn the quest in.
Note, if you get the reward container at VR14 and open it at VR15, then the reward will probably be VR14.
I am hedging a little in the post as not all Orinium Rewards scale properly, as I have gotten VR15 rewards on my VR16 character. This is supposed to be fixed in the last PC patch, but not sure if that has made it to the consoles yet.

I don't think that you will ALWAYS get a VR16 piece if you are VR16,
I still think that RNG is going to play a partPC EU Megaserver
