At that low of a level, the best way to use a scroll (not that I have ever done this) would be to complete - but not turn in - a bunch of quests in your level-appropriate zone so that the rewards, which are large, are boosted. It takes a while to run around to each quest giver, and some of them are in areas you can only access while on that particular quest, but if you just save up a whole bunch of them, then make an efficient path amongst the wayshrines to turn in the quests, you should get a huge amount of xp. Remember to put on skills you're trying to level, too, when you turn in the quests.
