Could you please explain how you got to 1900 Recovery? With very similar equipment, I have 880-ish (!) Recovery. Champion Points? Or are these buffed values?

Scathing is pretty bad, after a lot of tests the uptime is <45% on dragonknight, so as a sorcerer you're looking at around 25%2 kena

This will net you the highest sustainable (see below) spell damage. Scathing mage is not very good as you *actually* have a 10% chance to proc the damage AFTER the 6 seconds of uptime END. You're looking at, on a good day, 50% uptime which is poopoo compared to the static value of Julianos. As a sorc this just gets worse and worse as your uptime will be lower while overloading than doing weaves with Force Pulse.
Now as an aside, 2 pieces of Kena is some ol BS to try to do w/o something like 400 CP's. Frankly it's some ol BS to do even with that as your healer is going to have to stash those two swords they're likely using (templars) and run Destro/Resto for mana return debuffs. You're also going to be a worse addict than a Kitty on Skooma for Magicka potions (crafted kind that last the full 47 seconds, not the dropped variety).
Your first things to do when you hit VR16 are to get yourself some gold weapons. There is a 220ish damage difference between Purple and Gold VR16 weapons. It is staggering, and with staves, stupid cheap to accomplish.

Edit: not buffed, if I drink a tripot my recovery goes upto about 2.3k.
