New Player looking for information

Hey guys so a friend of mine and me where looking at tESO for a while because we are on the search for a new MMORPG to play. I have a few questions though that I would love some answers to.
First of all I am mainly concerned about PvP in this game so anything PvE related that I can avoid I don't really care about.
1.) How much work is it to level up
2.) Can I level through PvP (reasonably fast)
3.) How important is gear in PvP and how hard is it to get?
3.1) If gear is a thing would I need to PvE for it?
4.) Is the game active? PvP especially.
5.) How much freedom do I have in my character builds?
6.) How is PvP balance? Especially concerned about having to choose a specific race for a specific character to work.
7.) What server would be good for an EU PvP player? PC and German/English if that matters.
I would be more than happy if all those get answered

I am not the best PvPer but I can try to answer your questions

1. depends I heard some can get to 50 very fast after that it is a lot slower but still doable (though they love to nerf grind spots to put an emphasis on quests if you find one DO NOT talk about it on this forum)
2. no it is much slower than PvE
3. it is important now due to the new battle leveling being dependent on it plus passives won't work if your gear is busted
3.1 yes you do for the best stuff
4. in azuras it is, in Blackwater Blade it is as active as it can get with the restrictions the rest are all one sided buff servers but the overall population is declining fast since orsinium at least on PS4 NA
5. quite a bit but many classes with the exception of sorcerers specialize in only one of the 3 main roles Tank DPS Healer
6. the proper race and class is essential to maximize your performance there is a reason why so many people are nightblades or sorcerers and with specific races as well. also a thing called Champion points drastically tips battles in your favor once you get a lot but I am not good at explaining it perhaps someone else can.
7. can't answer that one sorry

Forgot to say that the best stuff I am talking about, monster equipment is only obtainable through the veteran group dungeons and the RNG on them sucks and you can't trade for them, even if you do get them you almost never get them in the correct weight (Light Med Heavy) or with a good trait. many people have been begging for a change recently, lets hope this happens soon.

Thank you for the fast response. For the gear thing I am a little concerned because I want to avoid PvE as much as possible to be honest. How much difference does it make to have PvE and PvP gear in terms of percantages? And how hard is it to get good gear at all? Do we talk daylies for a month or hardcore progression PvE and nonstop grinding to be somewhat competitive?

With build diversity I didn't mean to be able to tank as any class etc. I mainly wanted to know if there are plenty of builds I can go for for PvP (read: ~50) or are there like 3-10 "right" builds that everyone is rolling.

Not 100% sure about the other gear but the engine guardian 2 piece set seems very useful in PvP I see a lot of players using it. The shoulders you have to get silver and gold undaunted keys which you can only get one gold and one silver per day (2 silvers if you mess up the optional on the veteran version) (also you have no access to silver until 45 and no access to gold until V1 AKA 50) and use them to open a chest and pray to RNGeesus that you get an engine guardian shoulders and one of proper weight and a non crappy trait. The helmets you can just go to the group dungeon repeatedly until you kill the last boss which has a low chance of dropping its associated helmet with the same RNG issue as before.

There are 3-10 "right" builds ZOS balances content off of these builds so yeah there is a reason half the population dual wields swords in both PvP and PvE even if they are magicka based.

There are only two PC servers: EU and NA. So clearly you want EU.

I'm a strict pvp'er and I do more than well with my crafted set, which do not require you to be active in pve.
