Imperial City playable on lower levels?

Stopped playing the game about two months ago, now I'm starting to come back to it. My question is: is it even worth exploring the Imperial City if I'm not VR 16? I'm currently VR 3 with my highest ranked character and I get smashed any time I try to do anything.
Does anyone have any suggestions? Should I just level up first?

Johngo0036✭✭✭✭✭There is absolutely no reason for you not to go to IC and try it out,
I will be honest when i say that depending on the class you may have difficulties killing the mobs,
As a VR5 Templar i was coasting through the content,
As a VR14 NB i had to be alot more careful,
As a Vr14 Sorc i found it quite satisfying,
as a VR14 Dk fight took a while and i was probably ganked before the fight finished...
so do be aware that it is not easy..PC EU Megaserver

If you are more a solo player, wait till you have some good Equipment and realistic stats. (=More Tel'Var Stones when doing alone)
If you are a group player wait before entering the IC, there are tons of groups every day, you just got to be patient or invite in your own. When i'm doing IC we are usually 20-30 Players.PS4 - EU - PSN: olimarfr34k / YT: olimarfr34k ESO
