I've recently been scammed out of goods and materials and I've reported it in game. Haven't gotten any replies or emails back yet. Would really appreciate some support. Thank you very much.

ContraTempo✭✭✭✭I've seen this kind of thing get reported, action taken and the scammer get kicked. You just have to get the attention of the right support person because the general support guys don't seem to have a clue about this kind of thing. You might search for similar stuff on the forum to see how to contact the right people.
That said, be careful about how you trade. COD costs a bit but it is secure so no one gets cheated.ContraTempo

Yeah you give the armor stuff a piece at a time, but you go with and improve it yourself.

I'd guess that ZOS are waiting for you to provide real proof sadly. Innocent until proven guilty without a doubt...

If a "good deal" seems too good, its often too good to be true.
If I do buy something, I go to a guild store, may take a while to find what I want, may needs ome time running around, but the game system is way more trustworthy then some random stranger.
As for crafting, I would just wait until my crafter is up to the task.0 -

Unless he's your friend, or in your guild of trusted people, you cannot just do that.
You're supposed to know, because people are *** and you got lucky a bunch of times.
When you get your car detailed you don't sign over the title.

My guilds bank is full of crafting mats which I have been told I can help myself to, I won't even take mats from there without replacing them with something equal in value, I certainly wouldn't scam someone like this, it's despicable.0 -

I understand the reason you gave him tempers as he(a crafter) uses less tempers to upgrade items,
The only advice i can give is that you find a nice guild that has crafters and join them..

I somehow don`t understand what you mean. What do you mean scammed? You mean you sent him your armor to improve and he never gave it back to you?
And guild banks, I am not sure if it is like that, that if I take material out of there, I "have" to put back something in the same value. I thought that people put things to guild bank for others to take for free. If you have too much of something, you can put it in the guild bank, but that is not mandatory.
