Will they ever raise the level cap (say from Level 50 to 60) once VR and CR issues are worked out?

It depends. If they are going the way hinted. 50 with by the level cap, then with CP taking over, so that cap will be raised. There is a lot more flex with just upping the CP cap as needed, but it's not inconceivable that along the way the level cap could be raised too.

I don't know why, but I prefer them raising the level cap with more questing. Sort of how like FFXIV: Heavensward did it and not like how DC Universe doesn't do it (keeping the Level cap at 30 and never raising it).

I'm not sure that would work so well considering ...I personally feel 50 makes since to be the max forever as a base level but CP can offer endless progression.

It's as simple as leaving the CP at 3600 and adjusting the cap be 200 or so
If they really want to go all for it, they can offer less of a % penalty per CP pt used

*Ppl are having a hard time understanding this game will never have expansions but just DLC so there wouldn't be a logical reason to raise the base level because we have endgame progression via gearing mats...CP points so those two offer a lot of vertical and horizontal growth for years.

    ~<{[50]}>~ looks better than *501

Yes, but with FFXIV SE used item levels attacted to weapons to increase character power for just under 2 years before actually increasing the level cap. I'd assume ESO will do something similar, with items increasing in power but requiring higher CP to use.

I am thinking that the level cap will remain at 50 for a good long time.

I think that trying to work a Level 50->Level 60 increase, along with the Champion Rank cap increases, would cause heads to explode.

Sort of, I believe they said they will be increasing the champion point cap as a way to increase character strength (which would be similar to a level cap being increased).

But wouldn't actual level increases be reliant on new quests...versus however you get CP (I honest do not know)?

You gain CP with EXP just like levels. Only difference is that you don't start gaining CP until VR1.

I hope so, if they remove VR I would like to still be able to lvl up

I don't think they will ever raise the level cap. Everything in the game is balanced to go to 50, and when they remove veteran ranks, the veteran zones will simply become champion zones.
