Everyone is a black figure when I log in

It has been like this for a while, and it's really annoying and bumming. It only lasts for like 5 seconds but it makes everything feel ragged and stupid. Another player told me today it's because Zenimax wants to shorten the loading time, but both of us agreed that we would rather wait another 5 seconds to not see the ugly black figures running around. Could you people fix this??

My best guess is that this is working as intended, and is one of many attempts to fix the long loading times, as you yourself have guessed.
I agree it's not optimal, but I do not agree that it's a problem in itself. I can personally easily see through this if it does indeed help some other problems in the game.
    Just my 2 cents.

Better a black a texture saying "hang on, I'm still loading" then a purple texture messing with the graphics like a couple days ago when I entered some Outlaws Refuge (Craglorn, I think)

you can dig a thread and see the response of ZOS that this is intended. :)

Yep, this is working as intended! And yes, it is to reduce loading times. And I am so glad they did this! As I have understood it, it's a mechanism that prioritizes all other textures BEFORE loading the other players, which means the world gets loaded quicker = reduced loading times/screens.

I get the black silhouettes all the time. Been getting them way before IC even came out. Some times NPC and other objects like crafting tables don't show up at all - completely invisible. It's like being in a ghost town - until all assets finally load.

Before the black figures were implemented, a player whose textures were not loaded yet on your client was plain invisible for you. He could attack and kill you in that timeframe without you knowing wtf is happening. Not very fun for the recipient. Thus, black outlines.

Yep, I heard that's why we see these black figures instead of players. It seems to be very helpful in Cyrodiil since you know there are other players that might kill you so you can prepare to defend/attack or simply run away. Any ideas with reducing loading times are rather wrong cause it was implemented to the game along with IC patch (as far as I remember) and the long loading screens issue appeared after that.

I don't mind the black figures. It's the YEEARRRGHGH!!!! in my ear when I log in that I hate (from other players instantly putting on their skeleton or other painfully implemented forms).

Why couldn't they do it in a more subtle way... like figures in the form of light or sth...
