Is it possible to level Veteran Ranks in Orsinium DLC?

I've been away from the game for a few months but I'm thinking of coming back to check out the new Orsinium DLC.
My question is, can my main character, a VR12 Templar, gain Veteran XPs / ranks by questing and doing the public dungeons in Orsinium? I've already completed Cadwell's Silver and Gold. Since I don't want to do Craglorn, my VR12 had become rather 'parked' hence I took a break. So I was wondering if Orsinium is an option for me to get to VR16?

✭✭Sure. XP is XP, it doesn't matter what zone you earn it in. Earn enough of it and you'll level.

No, I didn't realize Orsinium scales to your level, although the "available to all players of all levels" should have been a clue
