As the title says, I think it would be a decent Idea and add 2 other gated campaigns to consoles that would stop the IC gankfest complaints.

✭✭TBH (at least on Na) Axe has essentially been a buff server. Gated access is meaningless when it is the only campaign with it. If people really want to go into IC they just swap to literally any other server.
