Fair enough, but currently having them go from 19 to 21 just seems silly to me. Xivkyn used to be the original 16, but Glass took its place when they went live, so I assume that switching Yokudan and Ancient Orc before they released Orsinium would've been quite effortless, but oh well.

Well, it turns out that the missing one is Yokudan.

I wonder why ZOS decided to order them that way?
Oh and before you get your hopes up, yes it also comes in separate chapters.

Could be added with Thieves Guild DLC, since it takes place in Hammerfell

Need to realize ZOS is not going to be honest and upfront. Transparency is their enemy.
A lot was in development over a year ago that we are just now seeing. Considering the major devs that left ZOS, people like Nick Konkle who were behind Spellcrafting and Paul Sage, and the half ass implementation of the Justice System (remember it was supposed to have PvP?) but the people working on this left the company and instead of finishing it they just drop it halfass in a patch and never say another word about it again.

All that said, there is no telling why or when this will come out, only that it will be when they can make some money off it.

I mean hell, over a year ago in July they not only showed us Glass, but Morag Tong, Dark Brotherhood, Thieves Guild and Kothringi Ceremonial.

I'll take that guess and raise you this speculation: they're going to add it as part of the base game patch at the same time as Thieves' Guild, and the pages will be dropped in Trials (Hel Ra, AA, Sanctum Ophidia, whatever the new one is...).
