Normaly you get the quest in the area before, but I have finished everything in map and still haven't received the first quest for Shadowfen?

✭✭✭✭✭@Xendyn is right, but I've done this quest 5 or 6 times on different characters, and twice I found that the quest giver simply didn't show up when and where he was supposed to. If you have that problem, just do what I did and walk down to Shadowfen and then to Stormhold: the questline will progress just fine from there.
