Wrothgar - no enchanting items recovered

Is this a bug or normal behaviour?
In Craglorn I find lots of Enchanting items after killing PvE enemies via Dungeons, World, Quests, ...

I've almost completed Wrothgar, and didn't found anything yet.

    You mean glyphs dropped from mobs? I've seen a few, and some from chests - but mainly Monumental.

    I've only seen Superb glyphs from writs.

    I find the occasional VR15 potency runes, but far more lower level ones, which now are just vendor trash :(

    Never found a VR16 potency rune in Orsinium.

    Glyphs was indeed what I mean.
    Chests a few, but not from mobs. Much rare compared to Craglorn.

    I never searched glyphs via a vendor.
