Normal and Veteran are too far apart to test any viability between the two major issue ZOS having with their difficulty. If you want to improve on Veteran start with Veteran firstI'm still practicing in the normal one. I need to optimize my build before I have an attempt at the veteran version. As soon as I get through normal without a death I'll move on and (probably) come back to the forum to *** and whine.

Checking my log, regular monster's basic attack hit me with 6,000 - 7,000 damage each. Turned me off completely. I might give it a go when I am more well geared with 300+ CPs until then, not worth my time.

Makes sense to start with the veteran arena to get an impression of the damage dealt to you and damage you need to deal. But to learn the mechanic and master them normal is fine for now. As an example, I died multiple times in number 6 on my first run. After being more comfortable with the mechanics in this one I managed without dying on the second run.
I wish I'd be the Only One Who Can Do it, but... now, I'm one of many+1 for Yes.

the vet version has different mechs with the boss fights so....
Went in there only once to take a serious stab at it. I didn't even know the mechanics, had never seen it before and got to round 6. Haven't gone back yet. First, it's a gold pit and second I just don't care that much to spend all that time learning the last 3 arenas just for one mediocre master's weapon.
I'd like to see some parses with these weapons or feedback as to the dps increase they provide...maybe that will spark some interest again but right now it just feels like a suck on time and resources. whens the next dlc?

Currently in Meta atleast for DK which I happen to know you play
Most DK's atleast the ones ive seen pull the best numbers have a dead slot staff so this staff would be nothing but a dps increase of 1.5k minimum maybe thats mediocre to you but to me that is significant
I cannot wait to get the staff, but unfortunately if my past runs are any indication its going to be a defending Ice staff

Cuyler,
Next time we go into sanctum I'll show you a manti parse. I only have the one staff on my back bar for the wall of elements enchant and I've gotten about a 1-1.5k increase in dps. Since I've changed my gear over to julianos and using the staff instead of the old martial knowledge I've been using since forever.
On another note, the arena is a big challenge. I understand a lot of people are having trouble with it but it's only the second week and people are giving up entirely. Some people just have such a bad mindset for it and tbh I think a big part of it is that it's a solo arena and they have no one to blame but themselves so people get frustrated.
Even if you just go in and master the first 5 arenas for a few days, it will make learning the last 4 easier since you can get to that point much much faster with practice. I spent 6 hours on just the last boss and now I can do it in 2 tries max. Round 7 boss is the one that I hate the most, it's still giving me trouble.
