Minor empowerment

Introduce minor empowerment (damage increase 10% on next attack). Skills that gain a totally different new buff through a morph has consistently been the minor version. Should keep a certain skill in check don't you think?

It'd be 8% more damage, as it seems ZOS like making the major/minor on a 2.5:1 scale respectively.
