Guild Theft

I need to resole a theft of guild resources. What are the hurdles to jump through and whom do I contact?
And please, there is no way on the PS4 in the guild rank permissions to permit someone to view the guild inventory while disallowing withdrawals. Apparently this is possible on the PC, but not on the PS4 nor the XBox. Makes you feel like Zenimax and Bethesda are treating consoles like red-headed stepchildren.

✭I view theft as part of the game. If a player sneakily uses espionage and gains access to your guild goodies and takes them, then it's a lesson to learn from it. It is a harsh lesson, but a lesson nonetheless.
What we should be able to do, is to put a bounty on his head in some way... or you should just have a "Wanted" board here in the forums where we can name and shame members of the thieves guild to help protect us all from future attacks.0
