Dual Wield Enchants

Do the enchants stack? if have fire damage on both, they share the same cool down? If so, then it's better to just use two different ones? I know the enchants proc around 4 seconds on so since I'm on console I can't monitor any sort of damage other than seeing the flame on an enemy.
