Stat buffs when use Grouping Tool?!

"Dungeon groups formed through the Grouping Tool will receive a moderate buff to their stats while inside that dungeon."
^From Orsinium patch notes. Anyone seen/heard anything about this? Define "moderate buff to stats," pls/thankyou.

✭Found this in the PC incremental patch notes for 11/9: "Increased the strength of the buff you receive when you are low-level and use the Grouping Tool for random matchmaking. You will now receive a 25% bonus to Weapon and Spell Damage, increased from 15%."0
