I know for a fact that SOME people are really unaware of their invisibility, as it happened to a friend of mine. But if one player gets reported a number of times, chances are he's exploiting the bug. It's up for ZOS to deal with them.
Still, somehow I don't think ZOS will come through and ban these cheaters...

because of this they will not deal with anyone. as the bug can happen accidently they can´t proof the person mentioned did it on purpose. -> "when in doubt, for the accused" .

Well, you know those people are not even shy to talk about them abusing the invisibility. One of them added that this game is a joke anyway, which I could not deny.
