I said it in the past, and I will say it again -- this game needs chat box in game to supplement the other modes of communication, and anyone who has played a NA ESO console game that doesn't normally play console games can attest to the fact that 1: voice chat is a barren wasteland, and 2: this is one lonely little game on console because of it. The PSN community does NOT work when attempting to seek guild, and the two wasted weeks I have endured because of this exemplifies it. So, if posting here on the forums, posting on the PSN community, and finally trying to get others' attention in game with friend invites, chat invites, or in game mails doesn't do the trick, what exactly am I supposed to do about this game? Play it solo?
How are we supposed to coordinate anything with people we hardly know if they aren't responding to communication requests either on PSN or in game via build in voice chat? Believe me, I have tried, and I am butting my head against a wall here. Before you say something like, "Make friends in party during dungeons," let me point out that I have tried this tactic on more than one occasion. Early game, which is where I am at in level, no one -- NO ONE, chats on voice during dungeons. I am assuming they're all chatting with their COD, BF4, etc. buddies on PSN, and since there is no way to force them to pay attention, there is no way to make friends that way, not for me. (I have also tried to "invade" their full chat parties or locked ones. I like it when people tell me to do that too lol. /endsarcasm)
I can no longer play this game on PC due to technical issues, and console is nearly impossible for me to get social in due to the constraints put on us by Zenimax. I want to get my money's worth, but I am at a loss. I don't know anyone well enough on PSN, and everyone I have met thus far seems so cloistered and indifferent. A chat box would go a long way in making this game as complete an experience as it is on PC.
Just as a matter of perspective, I spent about 5 hours on PC while I was troubleshooting my tech problems, and in that time I managed to fill my guild slots, and I didn't even have to post on this forum to do it... Go figure.

As I have noted previously in other threads, I would likely be far less critical if ZOS worked on improving voice chat. Things like player lists being visible before entering a channel. Private or password protected channels. Actual public channels other than area, such as trading, LFG, etc. Even ways to setup/rename custom channels for guilds so players know where to go for which activities would be helpful. Sure, there are workarounds for some of these things but if ZOS is only letting us use voice chat then why have it lack so many basic features? It's almost as bad as releasing ESO without any displayed damage values; it's simply a mismanaged project.
I can't help but wonder if someone as an anxiety about that kind of thing? Actually having to talk to people, that is. That would alienate them from the social aspect if they were on console, wouldn't you think?

It really is very simple, but neither zenimax or the trolls seem to get it.
Lack of a text chat option on PS4 is simply DISCRIMINATION against people with audio disabilities:
such as those of us who are deaf and
people with autism who cannot/prefer not to communicate with others by voice.
I'd add - for those of us in these groups, it's pretty much a game-breaker.
