Hidden walk stamina recovery 0?

So after the last patch you dont have stamina recovery while sneaking. It shows zero. I was just wondering how much impact has skills like Improved Hiding (Legerdemain)? Because if it does reduce my stamina cost while im sneaking i would like to see some percentage or ratio about it.
I couldnt find proper explanation about this in patch notes. So if there is any topic about that just link it.

zornyan✭✭✭✭✭Legerdemain reduces by x% as stated in the tooltip, the stam recovery whilst sneaking was a bug, applied by certain drinks/buffs, you've never supposed to have regained stam whilst sneaking, it's merely been fixed now.5
