Mouse camera movement is sometimes stuck when running

I recently reinstalled Windows and had reinstalled Elder Scrolls Online. I left the patcher to run overnight and let everything settle by loading the game once and logging in.

When I actually tried to play the game, an error that keeps impeding my character movement has bothered me. I'll make my character run using my sprint button and use the camera to look around me as I do so. The camera will get stuck sometimes as I move the camera around mid-run. In order to move my camera, I must completely stop my character and look around. It has caused me no end of trouble since combat typically requires you to be aware of your surroundings. It's really crippling to gameplay and I haven't played Elder Scrolls Online since I started receiving the error.

I have tried lowering graphics to lowest minimum possible, completely disabling all of my mods, verifying the game file integrity, then reinstalling the game once again. I still seem to experience this error.

I asked people in-game and they said it's because of lag. My ping has always been around 60-100 but I never experienced this type of error until I reinstalled the game with a clean windows installation.

What could be going wrong? Can anyone help me?

    Just to clarify, my mouse is a brand new Logitech M100 I had purchased directly from Amazon in June of this year.

    First I would check to see if the Logitech mouse has some extra driver software available. Next, do your typical windows update to see if you are need of any other drivers that windows can catch.

    Now to troubleshoot in would suggest trying another mouse, if you have one in attempt to narrow down our culprit. If the problem persists let us know.
    Usually found in Tech Support somewhere.

    Haven't had the issue with getting stuck but I know sprinting alters the mouselook speed wich is annoying as all hell.
