New NPC skills

So running around Orsinium I have noticed that there seems to be 5 or 6 skills NPC have used that I have never seen before. One guys jumping into the air out of sight then coming down slamming a spear into the ground to stun around him. One girl lay down something similar to healing springs but there was a synergy called healing wave attached to it. Mages are tracing multiple lines of fire. I saw another that did this flaming spinning attack similar to steel tornado but with summoned blades. I also saw one summon a weapon that fought for them. These are not bosses but standard NPCs in old Orsinium. When will players get new skill options? Obviously the technology is there just like it is for spears or the ability to call a pet companion that actually fights so when are you going to advance the character options ZOS?

I've noticed this too, but I think it's the npcs finally using skills players have used for awhile, but with different animations.

I have seen NPC using player skills the Templar javelin being the most noticeable. These skills are different or variations anyway. Using a flame destro stave you can place one line of fire to a target but I have not seen a player sit there cast one line of fire turn 10% and place another 4 times in a row. I definitely have not seen a player jump up out of sight then come slamming back down stunning an area.
But even if they are just variations what I want to know is when will players get access to them or will we at all?

A little except the DK never go of screen can jump parallel to the ground and they seem to have a bigger radius for the knockdown/stun. If you are paying attention and see it you can move out as it is a pretty small radius. Of course it is effective as they are usually in a group of 6-7 other mobs.
Still the question is when will players get access to them?

i think when zeni has solved all the imbalance issues between classes and fix certain skills. then maybe we might get access to new stuff in the future. i rather have them fix the old stuff before adding new things :)

This game is not balanced, this game will never be balanced. You have customization that allows you to follow certain paths to fill a role that make you sacrifice something to get that ability to fill that role. The only way to close on "balance" is to give the player a method to cover something they can't do. But even in that case there will be more optimal builds then others for certain things.
