Have a nice day.Note: Must have a decent amount of Wep Damage and Stamina. http://esoacademy.com/skills/surprise-attack/

You're right. It does stun when the NB comes out of stealth. I play PvP about every other day on my Templar, and I have not had the issue the OP is referring too. Possibly what happened to the OP is the NB re-cast cloak and hit him out of it using Surprise Attack which can also stun him too. He couldn't BoL possibly because he, 1. Was lagging and didn't see the stun in time or 2. No Stamina to break stun. Now obviously he can't stun when you have the immunity effect active.
This is why I have a stack of Detect pots when I know a NB is near, its like clipping a birds wings. Once you pop the Detect pot, a NB source of momentum is heavily shafted, he cannot stun you from range and hes de-buffed when not stealthed.

FREE NB TIP #2:
If you ambush before every wrecking blow, they will always be immobilized long enough for your wrecking blow to connect AND it will boost it by 20% AND if the first wrecking blow knocks them out of range, don't even sweat bro, your next ambush will get you right back in range for the next round of cheese. It's just like chasing a fooking golf ball in circles happy gilmore style, but hey if they ever fight back for even a second, remember to cloak and run away ok bro?
Just so you don't get confused I wrote the macro for you here:

Thats obvious. Surprise Attack does only stun from stealth or being invisible.
And your sig, man, hope that should not be what it looks like :-/

Huh?
And it isn't from stealth/invis, that's an intended stun. I'm talking about a 1.5 sec "stun" because of it being a gap closer, It's what Surprise Attack DOES normally to a moving Target, here on console. (Not sure if PC too)

You're talking about Ambush now. Surprise Attack and Concealed Weapon are morphs of Veiled Strike. They aren't gap closers, they're spamable DPS. Ambush and Lotus Fan are morphs of Teleport Stike, are gap closers, and have a 1.5 second immobilize.
Whether or not you play NB or know these names doesnt matter though. They know WTF you are talking about theyre just playing stupid.

On one occasion, (which prompted me to create this topic) the other day, a NB did 5+ consecutive Surprise Attacks on me and I couldn't get one single BoL off... seriously.

OP, I believe you are mistaken.
Surprise Attack is normally a Stamina NB's main source of DPS. It only stuns from stealth, and after that it grants CC immunity.
I believe you meant Ambush, which also stuns, and sometimes can stun repeatedly.
The rotation is normally Ambush (stun), surprise attack spam followed, guy gets up and tries to flee, Ambush, surprise attack spam, execute.
I would imagine the recaps mainly read Surprise Attack and that is why you believe that is what is constantly stunning you, but it's not.

Look, I don't play a Nightblade. I don't care what their ability really does, but what I know it does, is that it continuously locks my character up from being able to heal or even move once it's being spammed against me.

The last 5 abilities of my death were Surprise Attacks. They locked me up.. but it's okay, ya'll don't have to believe me... I'll just try and capture it happening next time to make it into a video.
