Every Mob has Spell Resistance and Armor. Different values, though.
Below ~8000 resistance, precise is always better and above ~16000 resistance nirnhoned is always superior. Also having a high critical chance favours Nirnhoned while having a high critical modifier favours Precise. Do note that this result is for PvP where the denominator of the Mitigation formula contains 66000. In PvE, this should be replaced with 50000 which means that the threshold when Nirnhoned is always better is lowered. The resistance of some bosses in 2.1.x can be found at [2.1] Project Resistance.

To help with your decision between Nirnhoned and Precise, I have included an additional calculator in my latest spreadsheet. It uses the critical chance, critical modifier, points in spell erosion, focus, and monster resistance to determine which is preferred.

PVE here, but also at the same time learning about what It's gonna take to work in PVP. I have been leveling a magicka templar tank. So my thought was that, being a tank that is based on magicka and needing some light armor for the magicka regen passive and not using full 7/7 heavy armor, I should use the defending trait to raise my base armor stat. I have no idea if my reasoning is sound or not, but it seems to work OK in PVE. Im a tank after all, and my job when it comes time for PVP is to keep the mobs occupied, not crit DPS.

Crit. But nothing is black and white. I have nirnhoned/crit (sharpened or what it's called) since you can switch weapons.

I'd definitely say Crit for a sorc, as Surge will proc more often and that's really what you want

For endgame pve content you want to go with nirnhoned if at all possible. It increases your damage by a lot and you'll have more than enough crit already with the thief stone, so precise is obsolete.
