Is Ritual of Rebirth supposed to increase in strength?

Hello everyone,
I recently morphed healing ritual into rebirth and is now rank III but it does not seem to increase in strength. I had read somewhere that the self heal portion is supposed to increase from 30% to 50, is this correct?
As I said it is now rank 3 and nothing has changed. Is it a bug? Or will i see nothing until rank 4?
Help would be greatly appreciated!

a.skelton92✭✭✭Or like everything has it at some point been nerfed and now all it does is reduce the cast time by 0.3 secs? If thats the case then it is officially the most pointless useless morph to have ever plagued tamriel.0

Umm. Sorry, can't help. I wasn't aware of anyone using that skill. It's too slow and small radius for my liking and buffed BoLs at a much faster cast point heal the party almost to full anyway.0
