ESO plus for steam user

My friend received an ESO steam key from his brother as a gift over steam. He has been playing with us for over a month and finally decided to subscribe.

When he tries to use https://account.elderscrollsonline.com/store/product/eso_plus where i have the option "buy now" it tells him "you do not qualify for this product".

Everything I've read on the forums does not seem to be working. Apparently previously steam users were supposed to buy crowns through steam however you should have been able to use the site for ESO plus. steam has literally zero things you can buy now other than the game.

Any ideas?

    I bought ESO during the last Steam sale and I was able to subscribe to ESO Plus without any issue.

    He opened one in and out of game on Saturday. Hopefully they will get back to him soon. Thank you.

    We all feel bad grinding tel var stones as he sits in town :)
