I was very happy when we got a new 30 day campaign on PS4 EU. Azura star is always pop-locked, and the rest were mostly buff campaigns, one sided adventure maps.
Scourge offered something alike to Azura. PvP. Chance for big battles, sieges. I personally dont care about zergs, for me they are part of eso PvP.
I observed tho that a faction usually starts to dominate the others, which resulted with more and more players on the other side quitting, making them even weaker.
The victorious faction who owns keeps and scrolls, and emperror receives buffs that makes them even stronger. They won because they were strong in the first place.
Past week its been a decline in the population of AD & DC while EP was owning most of the map (PS4 EU). One can still find good PvP here, but the less activity the other factions show the less fun the campaign offers to everyone.
I'd personally redesign the rewards a bit.
Those who rule cyrodil do not really need more combat prowess. The emperors alone are already tough nuts to break. Why dont the Enemy keeps and scrolls offer other rewards instead? Like gold income. AP income. Those who rule the land are richer.
On the other hand those who have nothing become desperate. And fight more ferouciously. Give the combat bonuses to the losing factions. A way to balance their lower population.
TL; DR: Rebalancing campaign rewards : Keeps, emperor, scroll giving monetary and rewards instead of combat bonuses. Combat bonuses are given to the underpopulated, or losing factions.
