    Tamrielfoundry.com has a large selection of builds. Find one that suits your play style and test it out. Also it would be nice to know what race/class you are. That will help people give you tips/suggestions. Anyway, to answer your question (broadly) dks are your usual tank class which has strong skills that suit tanking well. Nbs are another good choice especially with resource management. But I have ran with tanks from all classes. They are all capable for tanking. Some more than others. But if you like a certain class over the other. I say go with the class you like. They can all be used for tanking.
