Just speculating but do you think Halloween never took off in the UK because of the weather in late October?

We (my family) celebrate both Halloween AND Thanksgiving, even though they aren't really holidays in my country (Denmark). Halloween is just awesome (we have something similar to this, but in the spring, called "Fastelavn"), and we celebrate Thanksgiving mainly for the football (the American kind), as my little brother used to play it professionally.
What if everyone runs around Tamriel with Balance active? Balance while in effect surrounds you with red and green dots
