how to fix the imperial city and make it part of the story.

now that orsinium is coming out and the pve saga of ESO goes on there we can change the ic.

the imperial city is saved, we drove out the daedra (or drove them to the sewers. leaving that a pve zone with pvp like it is now) but the above ground city is now save. who gets control of it? all 3 factions fought bravely so the npcs love us all equally. so we fight for control of the districs!

each district gives a point towards the campaign score. and having control of the entire city gives a nice alliance wide buff.
you cannot res in the districts however. only in your base to prevent the insta respawns back into the fray which makes fighting pointless.

could use some more suggestion to flesh this out further. but make it happen! give the imperial city to the pvpers! this is our update.

edit: while the city is being restored the gates and bridges are now open so people can go straight into the districs from the bridges in cyrodill. (props to Etaniel for this suggestion)

    Make the districts give a percentage amplification of campaign points earned in Cyrodiil. That way, Cyro objectives remain necessary to gain points, keeping both it and districts sought after and making it so that contesting one in effect contests both. Also prevents "pay wall" arguments.

    I find this idea interesting. However, I worry that without powerful mobs segmenting groups in the districts, there'd just be big zergs.

    yeah well they have to do something to fix the zerging. removing aoe caps for one. however the city layout doesnt really favor zergs that much.

    Mannimarco should appear out of nowhere to get revenge on molag bal. He helps you do beat and wipe all daedra out of the Imperial city. After that the city is rebuild with the mighty power of akatosh and becomes a new PVE adventure area.

    Everyone would be happy and ZOS could get a second chance to create a true PVP dlc and not the current mess called IC

    that will take months to make another pvp dlc. this would be easier just remove the mobs from the now barren districs and add a captureable checkpoint or something

    Only partly related:
    • Make some of the districts a kind of battleground-y thing. Introduce objectives like capture and hold mechanisms providing buffs similar to keep bonus system. Memorial district would be a good example, do something with that inner structure. The buff concept works similar to the emperor concept. Each such district has three objectives. Once you capture and hold all three, your faction gets the buff. Once you lose all three, you lose the buff. A single district buff should be in the scale of a 2% crit chance bonus. This mechanic is implemented in three districts and is effective inside IC only
    • Make two districts conquer objectives, like for example elven gardens get a randomly spawning scroll-type thingy defended by a strong daedric army and the alliance who manages to get through to it, gets an alliance-wide 1-hour buff only active in Cyrodiil proper, conveying a defensive bonus. Another one provides the same with an offensive bonus. As mentioned, these buffs only work outside of IC to give incentive to go there after you gained it. There is a cooldown of 2 hours between scroll spawns and the actual event is randomly timed and publicly announced. The scale of the bonus is 2% weapon & spell damage for the offensive one and 2% physical/spell resist for the defensive one.
    • Make the arena event something like a real arena. Every few of hours (say, twice a day), the daedra open the spectator stands and "duels" will be held for two hours. This is announced all through IC and Cyrodiil. Players can sign up for 1v1 and 2v2 battles, no limits on alliance (DC could be matched up against DC, an EP and a DC could be forced to fight together, etc.). The winner of each duel gets a buff for one hour, similar to the faction buffs mentioned above, but restricted to themselves and effective within IC and in Cyrodiil proper. The duelling is randomized and not controllable to prevent build tailoring and give a somewhat even footing for everyone. The rest of the time, arena is as is, a pve event.
    • Make the patrolling horrors in sewers solo-able but increase their density. Double the number of minibosses and make them group targets (similar to what the horrors are now). At least half the number of trash mobs within the sewers and have some of them run around, following the patrolling horrors' paths. Compensate by doubling drop chance for trophies and having the minibosses drop 10 trophies of different types (randomized to prevent hogging).
    • Give additional shortcut routes between the faction sewers. Exit points shall be random - you enter one of them and you come out randomly at any of the other entrances. Groups always go through to the same spot as long as they are 12 or less players. If it's more than 12, they get transported to different alliance zones randomly. Exit points should be protected ledges similar to the sewer section crossings.
    • Molag Bal (or his simulacrum) randomly steals a scroll from Cyrodiil proper. To return it, you need to defeat him and run back out of the sewers. Scrolls protected in their home temples cannot be stolen thus. If he steals one, that keep is overrun by daedric forces, killing all npc guards - essentially this keep reverts to neutral status. That means if you have a scroll in one of your gate keeps, a snatch by molag will count towards possibly opening your home base gates. A cooldown of 6 hours between scroll snatches is used to make this a kind of fun event but not something that continuously buggers an alliance. The actual snatch should be randomized, announced in Cyrodiil proper (without specifying which scroll is taken) to allow a lucky defense - you would then have to fight him inside the keep under attack.
    • Move the AP bonus buff from delve bosses to the treasure/trove/cunning scamps inside the sewers. Give us more than Hajeiko as motivation to hunt them.

    also disagree with the garunteed scroll steal. let molag attack a keep maybe but let it be defendable

    I could have sworn that the original idea was to have each district controllable by a particular faction or by the daedra if no one else controlled it? It was going to be like a turf war thing. What happened to that?
