That VR16 can run a L10 scaled dungeon with the L10 as lead, but will only ever see L10 gear from it.
Reverse it (although impossible to complete for the L10), the L10 could run a VR16 scaled version of any normal dungeon (L10 won't have access to any Vet versions of a dungeon, even if they were scaled to a non-vet level) and the L10 will still receive L10 gear (so they can use the drops), where the VR16 will receive VR15 gear from mobs, VR16 gear from bosses.

You are not battle leveled, so to speak, rather the content is scaled.
Orsinium, the upcoming DLC will include battle leveling, just as it happens in Cyrodiil, though your gear drops will scale to your actual level.
EDIT: This is the way it currently works now, regarding group dungeons. If they intend to implement battle leveling in future patches, the leader would choose the scale of the dungeon still. Anyone lower than that level would then be battle leveled up to the level of the dungeon / group leader.
Example: VR6, VR16, L10, L30 all run a dungeon. With the VR6 as lead, the dungeon would be VR6 level. The L10 and L30 would be battle leveled up to VR6. The VR16 would remain the same.
Correct. That would be reverse battle leveling, and while it would have some advantages (improved difficulty for the higher level character), it's unlikely they will ever implement it this way.So will a lower level be scaled up but a higher level (than the dungeon leader) not be scaled down?
