Its 5000 gold or maximum 10k (over estimating here on purpose) to respec. Just go to the main faction area and use the alters....
As for your build, im sorry I don't know enough about your class to be helpful
I gave up tanking just because of this OP. You cannot optimise a build that works for both tanking and have it also perform as a semi dps ( pve/pvp). And when I say tank I mean the real deal. The ones capable of handling vet wgt and trials etc. it used to cost me 12k to RESPEC, 3k for cp, and add to this while tanking your pretty much chugging tri pots right off cool down ( estimated around 5k per day). So that's a grand total of 20k per day I decide to tank. Not to mention I need to carry 2 sets of gear. Also zeni dictates that tanks don't get LEWT in Ic unless they do x amount of damage. Ridiculous really. Threw my tanking into the bin and went full QQ dps. All I have to do is swap some skills around for group/solo : pvp/pve. Ez game Ez life.

That is not correct in my experience. I tank vWGT with 56 points in magicka and 10 in HP. To tank I just switch my gear and if im not lazy my mundus, no atributes, no morph, no CP. In console i guess its a pain, but other than that i dont see the problem i carrying 2 sets of gear. Damm, i carry 3 + some pieces as i experiment in pvp. As stamina tank, i have a guildmate with all points in stamina and tanks vWGT with no problem. Neither him or me need spears, only ocasinally a green pot here and there (the same the mobs drop).

This is impressive. But I still find it hard to believe you can go from pve tank to pve dps and pvp dps with just a gear swap. But I might be mistaken. Also what class are you? Cos I'm a dk and I would find that just a gear swap is not possible for different roles. Of course a sub par build on dps/tank yes a gear swap is fine. It's like I need to choose between dps and tank to be optimised. On the off chance that you are a dk, I would appreciate a general breakdown of skills and gear sets for your tank and dps spec if you have the time.

I would also like to see that build. With all points in stam, are you using glyphs and jewelry for health or health regen to offset the lower HP?
Honestly, if there is a viable stam DK tank build for PvP -- at least semi-viable, as I am not now and never will be some sort of l33t PvP'r no matter what my build -- I think I'd rather stay a tank. A support just role suits me better.

RED:
75 block expertise - The steed. 75 points passive is a lt of resistances. Block cost reduction let us "permablock" in pve
30 Quick recovery - The Lord. Increased healing recived insanely good in pve and pvp.
9 Heavy armor focus - The Lord (needed this to get to heorical cap of 32900 physical resistance)
12 The lad. Leftover points. The 10 point passive is good.
GREEN
51 Magician - The tower. Magicka Cost reduction
71 Arcanist - The Lover Magicka regen
4 Tumbling - The shadow. Lately im doing more pvp and this passive is really good for pvp.
BLUES:
10 Staff expert - The Atronarch. Easy 5% increased light and heavy atacks dmg (part of the rotation)
96 Elemental expert - The aprentice. DMG
13 Elfborn -The aprentice. DMG
6 spell erosion. DMG
CP are distributed in a way that lets you change your roll. I would only change the red points in the steed when pvp because i dont use shield there, but hey, no need to be perfect.
TANKING
2 engine guardian (Heavy). This is key. Great resource return.
5 pieces of golden(better resist) vr16 hist bark (Heavy, reinforced, defending) (I would use song of lamae as i think its very similar 5 pieces bonus and has better set bonus for magicka, need to craft it)
5 pieces of vr14 footman's (gaunlets and belt + jewelry)
2 tri stats enchants on chest and legs. Rest hp. Once i get vr16 engine helemt will be tri stat on head too.
Jewelry enchants ar right now: 1 block cost reduction, 1 magicka cost reduction, 1 stamina cost reduction.
Weapon enchantments are absorb magicka enchants
3 stat food, tower mundus
23.5k magicka - 26k hp - 19k stamina
Unbufed resist: 28116 magic, 27661 physical. With volatile armor (always) up 33396 magic - 32941 phisical
My skill bars are:
Single target - survival:
1.- Pierce armor (my main taunt, even being magicka focused, its very cheap and puts 2 debuf)
2.- Heroic slash (ulti regen)
3.- Volatile armor (free aoe dot, major resistances)
4.- Coagulating dragon blood (+8 healing recived, op)
5.- Absorb magic (block cost reduction, increased blocked dmg , rarely activated)
R.- Magma shell (Survival, resources back, you can drop block while is up and heavy atack)
Groups:
1.- Inner fire (magicka taunt, not morphed)
2.- Extended chains. (utility)
3.- Burning talons (morph maybe should be choking, but the cc is the same)
4.- Eruption (aoe snare + dot, i open all pulls with this, stamina return)
5.- Igneous shields (aoe shield, stamina return)
R.- Standard of Might (best pve ultimate in the game paired with overload)
With this set up I tank vWGT without spears. Maybe the axes in aetherial would be tricky, havnt gone there since before 1.7, my guild doesn't go there anymore. Maybe for the Mantikora i'd need more hp to have a litle more buffer, but that is a very specific fight, unique in this game and my guild neither go there anymore.
Basically with this build you taunt everything, cc, block all you can, when no stamina, drop block and heavy atack using igneous shields for mitigation if required. Span igneous and eruption for stamina recovery. Keep volatile armor and coagulating blood all the time so even without blocking you have decent mitigation and insane 20% increased healing so your healer keeps you alive easier. With all this skill spaming engine guardian procs like crazy. If need more resources, pop magma armor, drop block and heavy atack, you only get 3% of your hp as dmg, no need to block. Thats 4 ticks of stamina recovery + heavy atack stamina return + battle roar return.
WHEN PVE DPS:
With this i can do around 17k-20k in bosses in perfect conditions, less if i can't stay near to reaply dots or i need to move around.

I use detecion + spell dmg potions when i want to do more dmg. If i don't have i put entropy in place of draw essence.
PVP
In pvp i don't play tank, i more dps-suport. Magicka DK is not in his best spot at the moment anyway im PVP. This build can duel ok and be suportive for the group but don't expect to tank 10 guys. That requires a very specific build now and you would do 0 dmg.
1 kena (light- divine)
5 kagrenac's (chest and legs heavy reinforced, rest light divine)
3 willpower (healthy)
3-2 torug's (dual nirnhoned swords - nirnhoned restoration staff + boots)
All enchants magicka in armor.
2 magicka recovery, 1 spell damage in jewelry
3 stat drinks, been using thief mundus because im lazy. Thinking in more stamina regen in fact. Number 1 cause of dead in pvp is not having stamina to break the fear (like 80% of people is nightblade nowadays)

Skills:
Dual wield torug swords:
1.- Flame lash. Spammable dmg, good heal on offbalance targets
2.- Talons. You need this to combo your leash and to survive wreckling blow and spears spammers. Good to drain stamina too.
3.- Burning embers.Dot dmg (usually cleansed), good heal, its a good skill for solo-dueling. I put chains when grouping as a gap closer (it bugs half of the time)
4.- Draw essence. Sustain. The interrupt morph is better in pvp, but not like it was before. A lot of skills interruptale at launch arent anymore (wreckling blow looking at you)
5.- Dragon fire scalles. Reflect.
R.- Ferocius leap. Burst dmg, good shield.
Resto staff:
1.- Rapid regeneration. Decent HOT, ap leeching skill.
2.- Blessing of restoration. Better thn dragon blood. Last update made dragon blood crap in pvp.
3.- Fossilize. CC + root, what more can we ask. Combo for meteor
4.- Volatile armor. Major resistances.
5.- Purge. Good for sieging and remove major defile debuf, marks....
R.- Shooting star. Combo this with fosilize and talons and few nightblades will survive if you execute it well.
I hope that this helps you. I do fine in all 3 roles. Maybe its not the best in all 3, but hey, its just a game.
