Aren't things like *loading screen times* supposed to get better over time?

I have a pretty decent rig:
GTX 770 gpu
i7 2600k 3.40 GHz 3.40 GHz cpu
16 GB RAM
It's not the best, but certainly more than enough to run this game on Max settings if I wish. Performance has never really been an issue, and I've been playing since launch. Even when lag gets bad in Cyrodiil, I still average 40-60 FPS (capped at 60) I get 40-100 with sync turned off.
Sure I've always had the occasional endless loading screen. That's been an issue since launch. Particularly loading in or out of dungeons.
But ever since IC went live, loading screens suck. I mean all of them. It doesn't seem to matter if the zone is empty or not, it takes me 70-90 seconds for every single zone, every single time. it used to take about 20 seconds tops.
So what gives? What's the deal ZOS?

I have better things to do with my time then to watch every episode of ESO live. If they have addressed this issue, then great. It should be posted all over the place that it's a known issue and they are working hard to fix it.

Actually it wouldn't really change anything. People just plain don't bother to check into anything before they complain and that's what grinds my gears. I wouldn't say "broke" per say but I suppose it's a word lol and they are working on it as much as they can but the biggest issue for them is trying to find what's causing it.
