Duel Banners
The idea behind this concept is a way for people to duel someone from another faction without your face getting ripped off for interfering. Basically all they do is draw a ring of about 30-35 meters around the players with a banner in the middle, so people can see that a duel is taking place.
Should any opponent cross the border, the duel is over and the victory goes to the other player.
I'm thinking there could be a way to keep tally of duels to maybe introduce additional benefits like titles (Dueller, for example), dyes, armours and other goodies to promote duelling.

How does it work?
Target the player you wish to duel and use the banner. A request is sent to the challenger and they may accept or decline. The banner is consumed on acceptance. Each player has 6 seconds to prepare before the banner plays an animation and duel commences.
Obviously this would work much better if we had a LFD (Looking for Duel) tool, or if you have friends from other factions in your friends list. It just means you can duel without people interfering accidentally.
Banners cannot be placed in or around keeps and resources.

Obtaining a Duel Banner
You can purchase a duel banner from any of your Siege Merchants for 500 AP.

But I don't want to be bombarded with duel banner requests
Fair enough. By default, a gameplay option "Accept duel banner requests" will be turned OFF. Attempting to use a banner on someone with this option disabled will result in a message similar to "This player is not accepting duels" and they will not be harassed in any form.
So basically what I'm saying is, if you have no interest in duels, this will not affect you in the slightest.

But wait, there's more
Duel banners can also be used on same faction players any where in the world. Once a player from your faction accepts the duel, you are both marked as enemies to one another while inside the ring. This, however, has no benefits towards your duelling status outlined above regarding titles, dyes and armours. It's purely for fun.

    In case you didn't know Zenimax has no plans to prioritize small-scale PvP for a good while. Try waiting a DLC or 3 after Orsinium and then try again.

    Being able to duel shouldn't be something you purchase, it should've been implemented from the very beginning, freely.

    Not every game revolves around PvP though, you know.

    I like some of this idea... but I would like to see it implemented as part of the justice system, and to that end I think of it not as a 'dueling banner' but more as a 'thrown gauntlet'.

    I'd also like to see both players potentially targeted/fined by the justice/guards since duelling is/would be illegal.
    Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
    Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
    Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
    Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.

    Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
    House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
    Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis

    True, but it wasn't. So I'll happily take whatever I can get. If that means purchasing a banner for some AP, then so be it.

    I chose banners because I just feel that fits the whole ESO theme a bit more for some reason. Maybe I had Dragonknights on the brain or something.
    I'd imagine most people would be duelling in the wilds of Cyrodiil, so I don't think guards would be too much of an issue. Though if some same faction players decide a back-alley brawl in Daggerfall, that could prove interesting!

    Hah, true that. Could make the radius larger, and give them a few seconds to get back in the ring should you accidentally cross it.
